State Duma ratifies protocols of EAEU treaty on duties
The State Duma ratified a number of protocols to the Treaty on the Eurasian Economic Union (EAEU) of May 29, 2014, the correspondent reports news agency on March 17. The first protocol was signed in Yerevan on October 1, 2019 and was developed in order to implement the provisions of the Customs Code of the Eurasian Economic Union concerning the possibility of deducting advance payments for the payment of import customs duties, special, anti-dumping, countervailing duties. Another protocol signed at the same time and there specifies the standards of distribution of import customs duties for each member state of the Eurasian Economic Union: Armenia 1.22%, Belarus 4.86%, Kazakhstan 6.955%, Kyrgyzstan 1.9%, Russia 85.065%. It is stipulated that the protocol shall be provisionally applied by member States as from 1 January 2020, and for a member State whose legislation does not provide for the possibility of provisional application of international treaties, the protocol shall be applied as from the date on which such member State performs the domestic procedures necessary for the entry into force of the protocol, but not earlier than 1 January 2020. The provisions of the Protocol apply to relations that have arisen since 1 January 2020. In addition, a number of protocols have been terminated since 1 January 2020. This is the Protocol of 11 April 2017 on the application of certain provisions of the Treaty on Kyrgyzstan's Accession to the Treaty on the Eurasian Economic Union of 29 May 2014, Signed on 23 December 2014 and on the Protocol of 14 May 2018 amending the Treaty on Kyrgyzstan's Accession to the Treaty on the Eurasian Economic Union of 29 May 2014 signed on 23 December 2014.
